I've been doing pretty nice dial scales for a number of years now. 
Here's a simple one

I use Corel Draw software, but Inkscape, which is free, sohould be able to do the same thing.  My procedure in to scan the original, and place it on the bottom "layer" of the drawing, and construct a new scale in successive layers on top of it.  You set the original to not print.  In a homebrew, you masking tape a piece of paper in place, mark the dial calibrations, and then scan the paper and build areal dial on top of the scribbled image.

Corel, lets you set type around a curved path.  Dial ticks are pretty easy.  You draw an appropriate line, and pull it's center of rotation to the center of the dial shaft.  Then you can duplicate the tick around the curve.  Speaking of which, there is a non-trivial learning curve involve, but you can make professional dial scales.
