[Boatanchors] Carbon Comp Resistors

I always heard carbons drift up in value, until I heard about R3, the
18K in the Ranger VFO.  The story on that one is that it drifts DOWN.
Sure enough, in my Ranger I found R3 reading 16K.  I think generally
drifting up causes less damage than drifting down.  When up, gear
works wrong or quits working.  When going down, parts fry, melt, fires
start.
