[Boatanchors] NC-303

I'm not familiar with this radio, but some knob set screws require
Bristol (spline) keys.  Trying to force a hex key or other tool may
damage the set screw.  You may also try getting a small drop of
penetrating oil on the set screw and let it soak in for a while.
