If one is using Windows 10 they have incorporated a few new features for 
"security".  One of them will prevent a web page from loading and I forget 
exactly what it is but if it happens, you can allow it through.  All that 
crap is under Settings.  Go to Settings, Update and Security, Browser and 
App control  and browse around. I had a similar problem sometime back and 
found it in a Microsoft article by doing a general search.  It also 
explained how to allow a page through.

Other browsers, I don't know.
