Remember the INFAMOUS 12 pin power plug with a fuse in each line?
A 2 wire powercord can be wired that way also.
And today there are polarized 2 wire powercords.
There were a lot of radios made the were safe on a two wire powercord unless you opened them up. They either had non-metallic cases or the case was isolated from the chassis. And they used non-metallic knobs.
My Sony TV and home audio system does not use 3 wire powercords. Is it unsafe?

A three-wire plug will guarantee that any time there is power in the rig the chassis is at ground potential, whether you remembered to reconnect the ground lead or not. If you use a two-wire non-polarized plug, there is no guarantee that the fuse is in the hot lead.
