The negative aspect of the proposal is the fact that instead of increasing
the desire to upgrade to General it will have the opposite effect:  Dampening
the desire to advance since HF privileges will be given without having to
work for them.

I'm acquainted with many "Techs" who have wanted to upgrade but are
not motivated enough, being satisfied with ten meters SSB.  (and 2M FM)

The existing "entry level" Technician license should be renamed
"communicator" or even back to Novice, since very few are real
Technicians in the original sense of the Title. (VHF/UHF experimenters)
