It's probably good that the membership be reminded periodically. People
get forgetful, some people don't know the postal rules, new members come
in, some people think they're smarter then post office people, some
people may be looking to con as little postage payment as possible, etc.
Packages open for inspection and irregularities found can be embarrassing
to the sender, and even to the potential receiver, who may be on the hook
for the additional postage due.

Of course, we can always toss around more Johnson Ranger, Heathkit DX-100
or Apache tips and mods.
