One more try:

Technically you can send magazines via the media rate.  You just have to 
put them on a CD/DVD.  That is the irony.  As said, paper magazines are 
not allowed at the media rate but if you have one or a complete 
collection of magazines on a CD, the post office will send it at the 
media rate.  Same material,  same advertisements, just a different 
format.  Go figure.
