Such is usually a sign of a bad electrolytic in the audio output stage.  Replace C-304 (20 mfd) with a 22 mfd capacitor.  That capacitor is from Pin-3 of V-14B (6GW8) to ground.

Heath SB101.  When I turn audio gain up over one quarter of range, radio takes off into a loud squeal.  RF gain or mode settings make no difference.  Suggestions?  Bad PCB ground maybe?
