Do not open your meter movement until you have absolutely eliminated static on the meter cover as a possible source of the stickiness.

Static on meter covers is physical - it is in specific places so the needle might stick consistently at a certain point.

There are a lot of ways to get rid of static, previously discussed on this and other groups.  There is a brand of liquid dish soap that can be wiped on and off, and there are anti-static sprays that come with micro-fiber cloth, etc.

Start with the outside of the meter cover.  If that doesn't solve the problem, remove the cover and remove static from the inside of the cover.  It may take a bit of work.  Static can be like an invisible little bit of pine resin that does not want to come off.

Only after you have done this should you even consider working on the meter movement.
