[Boatanchors] HQ-180 Alignment Issues

Perhaps the members of this august group can offer some advice. I have been working on an HQ-180 ( non A ) that at some point in the past had been “adjusted” and “rewired” leaving somewhat of a mess. I have it working (?) and have been trying to go through the alignment. I started of course with the 60 KHz IF section thru the demodulator as prescribed in the manual injecting an unmodulated 60 KHz sine wave at the junction of T5 & C28 and measuring the negative DC voltage at the junction of L8 and C44. I proceeded to peak T5 thru T11 with apparent success however I note that the manual alerts me to the need to reduce the input signal to keep the reading at or below –5 VDC. It never gets above –4 VDC with a 25 V P-P sine wave input. Is that a simple matter of insufficient drive voltage? If 25 V P-P isn’t enough what is the recommended value? NOW moving on to the 3035 KHz alignment, I injected an unmodulated 3035.00 KHz signal at the grid of V2 ( pin 7 ) and tried to peak L4 and T5 thru T1 as prescribed BUT I can not get a peak! in all of the cans the maximum reading occurs with the adjustment all the way bottomed out (max inductance). My first thought was that the frequency is not centered but as far as I can tell all of the frequencies are spot on.
Any suggestions will be appreciated as usual...
