Your assertion is only true when there is no RF on the plate. When the tube 
is driven to full saturation, there will be nearly + and - 1200 V 
alternating across the parasitic resistor.

That parasitic surpessor is not across the B+ supply to ground. It is in
series in the plate circuit so 1200 volts B+ on one side and um...pretty
darn close to 1200 volts on the other end. Just keep the golden
screwdriver clear of it ;)
