[Boatanchors] [ARC5] NIST FY 2019 Budget Would Eliminate WWV and WWVH

Ditto on setting clocks here since the 1950s. Also, since I'm mostly into
homebrew receivers, its nice to have dependable calibration signals on the
WWV frequencies. I use them all the time and would hate to see them go.
CHU reception is not as dependable here. JJY is occasionally heard under
WWV / WWVH. I have no GPS equipment here and don't plan on getting any,
except in the car. Help save WWV /WWVH, a valuable and economical resource.
