FWIW - things I have found -
On board BB-55, it was CR Division (Communications Radio)
Pre-war, aboard the California there was C-D Division for radio and C-L
Division for Signalmen.

"The Operations Officer billet did not specifically exist at the beginning
of World War II. The need for a separate department responsible for the
collection, display, and dissemination of combat information and
intelligence became apparent as further use was made of radar and the
establishment of a Combat Information Center (CIC) as the central nerve
center on the ship. Therefore the functions of the Communications Officer,
CIC Officer, and Electronic Material Officer (EMO) were all brought under
the Operations Officer. Communications had previously been a “stand alone”
department and electronics repair had belonged to the Chief Engineer."
>From this I am guessing that capital ships with separate CR (or CD) and CL
sections became OR and OS Divisions, while smaller ships with all
Communications in one Division renamed them the OC Division
