I operate a CW beacon on 10M 24x7 on 28.223.8. 450 mW to an indoor 
dipole thumb tacked to the ceiling inside the "radio library" room and 
hallway.

I see reports weekly from skimmers that have posted receptions. It's 
been logged in EU and Hawaii this year but usually out to Arizona and up 
into New England.

10 is "open" a lot... it may not be for hours on end, but it's "open".
