A stuck PW Dial after loosening and/or removing the set screws is
"usually" the result of having been over tightened. This deforms the
shaft enough to cause it to not come off! With care and some pressure,
it can be pried off without too much force.
The shaft then needs to be filed down to round again.
Had this on an HRO-50. It had chewed the dial up enough that I had to
ream it out with a machinist's ream to 3/8" and put a brass insert with
holes cut out for the set screws.
