Certainly NOT a problem. OUR club has over 4 members. Easy to meet that requirement. If you look at the SKCC, they have several clubs with Club Callsigns.
There is no good reason why anyone should be discouraged from forming an amateur radio club. I see ZERO cause for alarm here.

Please read the rules for club stations before doing this.
There has to be a minimum of four club members, and a
club name, etc.
Of course you can make up a club on paper and get it done
but if a large number do this it may set off an alarm
at Gettysburg (FCC)
