The Novice became renewable quite a few years before it disappeared.

It is still renewable to this day!

That was okay then, but now, two probs:  1.  CW testing ain't coming
back which is a shame.  2.  The old novice was non-renewable so
eventually you had to learn more to stay licensed.  I'll bet this new
license if it happens will be renewable.

But the other option was "changes to the Technician license" maybe
meaning dumbing it down more.  At any rate, nothing has been
decided--ARRL is just looking for input.
They may wind up doing nothing.
