[Boatanchors] Novice Redux

Hi Rob, et al,
   I don't usually get involved in a discussion of this sort, but ---
	If you ask me, the present arrangement for obtaining a General license 
is pretty fundamental.  It's been "dumbed down" a lot from what it was 
20 or so yrs ago.  Why do we need an even lower entry level?
	Our club and others in this area have conducted many license classes 
and brought in a lot of people.  It seems like a lot of them haven't 
gotten any further than getting on 2m FM, tho' some have gotten their 
license to be able to communicate while off cruising in their boats, 
using HF for Winlink, etc.
