There is a definite possibility that the builder designed the transmitter and there never was any article published.  I know that, over the years, I have built a number of items, that I use from time to time, that I have never written any articles for publication.  Some of these are in articles on my website but other items are not.

A couple of years ago I acquired at an auction in Texas a wonderfully built
homebrew 80, 40 & 20 meter transmitter with the above RF tubes. A note in
the unit indicates it was on the air in May 1995. I have not been able to
find information about the rig using Google, 73 Magazine, or QST (which
would have also given a cite to Ham Radio).  I also searched using 807 as
well as 1625 instead of the 6146. Perhaps the  builder is on the reflector
