I recently purchased a group of 1930s Radio News magazines on the Bay.  The
seller used Media Mail.  The package being held at the Post Office notice
arrive with a note:  The package had been opened (and inspected) and the
note had a bill for Insufficient Postage, Postage Due.  When I got the
package there was a sheet of rules for media mail inserted.  The way the
postal authorities approached me was as if I had mailed the thing knowingly
trying to avoid their rules!  This in a town of 1200 with a post office.
