Not likely VFO caps --- too large.
I would not use ML ceramics. If you must --- buy with voltage ratings 10
times what is required. They don't break down but the capacity decreases
rapidly with voltage, loosing 90% before reaching their rated voltage.
Buy a 600 volt cap if you want to use it at 50 volts.
Look at this clip. It is a 1000v Multi layer ceramic cap --- the smaller ML
versions behave even worse.

I’m repairing a friend’s HW-9 which has suffered several blown components
including a pair of very small glass ceramic caps of .1 and .01 mfd. The
Heath manual gives no detailed information on these which are used
extensively in this radio. I can’t find anything similar but assume that
ceramic multi-layer caps can be substituted as long as they will fit.
Anyone have an idea what voltage rating these caps carry? One would think
that 50V would be adequate but...
