Hello Dave,
Valuable post for people not in the know. I've been doing this for years,
particularly with European stuff rated at 220 Vac when the standard pressure
in Australia is alleged to be 230 Vac, whereas what is received is in fact
mostly 240 to 260 Vac.
However, re your last paragraph: as soon as there is Voltage across the
primary, there is magnetising current. So, no load is needed to measure the
'new' output. I would be interested to know where you picked up your
(un)factoid.
