[Boatanchors] DC Voltmeter Calibration

An note, just because your meter shows 5.0000V on the 10V range, does not
mean it will show the
same on another range. I fixed a Triplett 630NA that had a damaged resistor
on one of its ranges.
All the other ranges read withing spec. this range was a good 10% off.
