Thanks to Heinz and others who responded to my maybe trivial query.
Your comments were appreciated.
The Wiki page indicates a Weston cell deteriorates at 80 micro volts per
year, which in this case after shaking it up a bit (it sat for many
years), measures a corrected 1.0178 volts on a very good Tektronix DVM,
for an .0008 volts difference. This translates to about being 10 years
old, which may be a better indicator of when I picked it up.
Now that and about 2 bucks will get me a cup of coffee today.
