Most flat screen televisions now have computer monitor functions.  Televisions are now as cheap as about $100 at places like Walmart.  

My wife likes to get larger, and larger, screen televisions every 3, or 4, years and I have a 32-inch flat screen television hooked up to an older computer in the workshop.  Having such a large screen allows schematics, etc., to be displayed in a large format.

It depends where you buy the computer and the monitor.

Costco runs frequent sales on HP Computers for about $500.

Then Monitors for a few hundred $.

We recently did that when the older desktop went toes up!

It came with Windows 7 64Bit, and runs fast.  I don't remember the CPU 
speed, but it has a quad core CPU.
