OK...I think I can say without contradiction, that there are only 2 places to shop for the very best price on computer gear. Number 1 is Newegg. Subscribe to their email list and watch it until you see something that fits your needs at your price range. Number 2 is PC Mag's Best Deals Email list. It depends where you buy the computer and the monitor.

Costco runs frequent sales on HP Computers for about $500.

Then Monitors for a few hundred $.

We recently did that when the older desktop went toes up!

It came with Windows 7 64Bit, and runs fast.  I don't remember the CPU 
speed, but it has a quad core CPU.
