I believe that it would certainly be easier to deal with and measure 
than this weird method that the FCC can't manage as it is.

1KW DC input to the final.  Modulate up to 100%.

This methodology worked for more decades than most of us have lived, and 
it would work for that much longer.

It is the very few that try and run a 4-1000A at 4 or 5 KV and one or 
more Amps of current.

They seem to be located all within a small geographical area, and a 
limited number of frequencies.

Folks only need to go there if they want to be abused and have little 
chance of getting in.  Although I have no idea why anyone would want to.
