You are correct. Actually what they are are (adjustable) impedance transformers. 

But that is all you need for the purposes of this discussion, it seems that has been missed.  The most power is transferred into a load that has the same nominal impedance as the source and transmission line.  As long as you use an antenna "impedance transformer" you will know the MAX power you can put into the transmission line. Our regulations do NOT proscribe the ERP or power at the antenna. Just radio output into the transmission line. Even if your antenna is a terrible match, far from the source impedance it DOES NOT MATTER.  The regulations don't say  you must be at precisely 1500W PEP. They say you cannot EXCEED 1500W PEP. So - use your antenna coupler, tune up for 375W carrier (or LESS), or use a scope in SSB and talk into the mic. Adjust for the peaks and you will be within the regulations. And if you worry that your scope is out of calibration, then back off the power a bit and you'll be FINE. PERIOD. 

This notion that you cannot measure PEP to the nth decimal place is like picking the fly sh!t out of the pepper. You only need to be lower than the limit which requires NOTHING difficult to achieve.

Go back to the E.F. Johnson design and name.  It stated Matchbox.
