True when the units are the same.  There is a difference between Peak Envelope Power and DC Power.  I worked many years at a long range radar site that had 4 million watts output...........but that was "peak power" when the duty cycle was taken into consideration, the RMS power was much lower.  We must compare apples with apples not "pep apples"
