Well, but so what?    Just because one can’t measure carrier power “exactly" and 
voice waveforms are complex and so PEP also can’t be measured “exactly” doesn’t 
give one license to “legally” (as believed in some quarters) run a 4-1000A at 5KV and 
half an amp plate current fully modulated..  For  practical purposes 375 watts carrier 
measured and modulated in any reasonable way  is a sane way to operate.
