You can in fact set your seller account as USA only. And you can also set
it to ship foreign except to specific countries that you select from a list.
I have black-listed a few countries after three or more items that we
shipped there never arrived. However, this is universal and affects everything
that you list including any items that you had already listed before
changing any settings. At least AFAIK, you cannot have it apply only to one or
more items that you cannot ship to certain countries.
Your only option is to set it to blacklist the UK and then either list only
the item that's banned there and let it run until it either sells or you
give up, or accept that UK buyers will be blocked from all of your listings.
Then change the black-list setting and go on with other items.
