Vacuum tube technology is less susceptible to EMP damage. Of course, you have to have backup power for the tube gear if EMP takes the commercial grid down. Ham radio communications probably won't be enough to help much with the widespread problems that would come from a strategic EMP event. (How many of today's hams could put tube stations on the air anyway?) Just about anywhere we could call to for help, that's not too far away to quickly send help, would also be in need of help.
Nice to see that NORAD is returning to a defensible location. Their reason for previously moving out was questionable.

I think you have confused the mains power transmission and
distribution
grids with the control grids in vacuum tubes.
