It looks like a Bendix IF-9.

Bendix sold a BC-221 equivalent to the civilian market as an IF-12.Looks 
very close
if not identical to some models of the BC-221.

I don't know if the Bendix civilian product came first and the military 
adopted it,
or the other way around. Would like to know.

Anyway, the Bendix IF-9 was the rack mount AC supply version of the IF-12.

I would not be surprised if the military bought some off the shelf, but 
never applied
a military designation to it.

Up until now, I'd only seen the catalog page describing it.
