It depends on the height.

Usually it is a lot better to have the base on a pin so it can rotate
and have the guys deal with the torque.  The exception is when the
height is low, the face is wide and the wind loading is low enough so
the tower can be free standing.   You'll never see a tall commercial
guyed tower that has been professionally constructed with the base
buried in concrete.   That's just asking for it to twist and collapse.
