[Boatanchors] Collins 516F2 Power Supply Capacitor

Without having access to Collins, I would vote "NO".  I never heard of 
anyone making an electrolytic anywhere near that small, and don't know why 
anyone would bother.  Plus getting an electrolytic rated above 600 VDC is unusual 
and probably quite expensive if anyone even makes any.
