I don't know that rig but if the front panel air variable capacitors
are grounded only by them being bolted to the front panel, then strap
each one directly to the chassis.  Make the bond as low resistance and
inductance as possible.  I did this with my Knight T50 by soldering
narrow copper straps from the cap lugs to the chassis using a small
torch to heat up the chassis, but that rig had a copper plated
chassis.  After I strapped the capacitor grounded plates directly to
the chassis, instability and oscillations vanished.  The path to the
chassis via the front panel was iffy and I wanted a permanent direct
bond.
