Hi Rick,

As for component count and size...have you looked inside meters lately? 
There may be some voltage dividers and a tiny IC or two. And a PIC can 
be used to build an RF frequency counter so measuring 60 cycles should 
be trivial. I have started playing with Arduinos and raspberry Pi units. 
A voltage divider and PIC sounds about right.
