Pretty much both, at least in the default state. When I was in high school, the electronics shop had a couple of tube testers left over from ye olde days. One was a Hickok 600 or 6000 (forget which), which was a bit obtuse, but decent. They also had a B&K of some sort, probably a "Dyna-Jet" type (whatever that means; I think it was emissions only). As I described, it had several sockets of each type; you selected the test mode and filament voltage, plugged the tube into the socket indicated in the book/chart, and you were good to go. I believe it was mainly meant for use when repairing TVs, since there was nothing older than an octal socket. The Hickok had sockets on it for older tubes, and though I wasn't entirely sure of its accuracy, it seemed to do a good job. Not sure what happened to the tube testers the school had. The electronics shop was moved to a different part of the school building several years ago; I saved as much stuff as I could, but the tube testers weren't among them. Fortunately, an R-390A and an R-392 were. ;-)
