[Boatanchors] Collins Repackage of Precision E-400 manual

Maybe Collins owned the manual along with the equipment, and the original
cover fell off, tore off, bugs ate it, etc., and Collins just installed
their own protective cover. I know of no intimate connection between
Collins and Precision.

Tucker seems to be very proud of most of their manuals for sale.
