Whether or not you comment to the ARRL, the only real way to make your comments known, either pro or con, IS to comment directly on the NPRM issued by the FCC.  Today, this is very easy and can be done using the Internet.
Unlike decades ago, the ARRL's "clout" with the FCC has diminished greatly and comments made by individuals definitely can have an effect on the outcome of an NPRM. Glen, K9STH

Folks,

Remember that the ARRL can collect opinions about their proposals day
and night forever if they want to, but the real deal goes down when
they petition the FCC in a formal way.

If you don't care to comment to the ARRL then please make a point of
commenting to the FCC if or when the ARRL's plan turns into an actual
FCC petition for rule making.
