The way it still is, in Chicago suburbs, is that there is a small fixed
charge to call a phone in a different prefix from the one you are in.
So if you are in a motel that allows free local calls you often can't
call even across the street if you happen to be near an exchange prefix
boundary.
This might have made sense when different prefixes went to different
offices; but I would bet that today many of these different prefixes are
actually served out of the same C.O. building.
