FWIW:

I use my computer to generate a file with whatever markings I want, and print to "Full Sheet Labels" paper.  Full sheet label paper is 8.5 x 11 with peel off sticky back.  Print on the label, peel off the back and wrap around the wire/cable.  This of course requires cutting to size.  I haven't done it but I have no doubt one could use the peel off mailing label, or some such stock, of label paper.  I have used Microsoft Word to generate mailing labels, and I am sure the same could be done here, but without having to cut pieces to size.

 would not buy it.  If you want to mark wires or cables,
 just search the site 
 for wire markers.  I found a number of pages listing
 clip on or 3 M tape for 
 marking wires.  Mouser will have it as will any large
 supply house.
