    One can download a PDF of the patent but the web page 
contains some citations to other patents not on the PDF.

    The synchronous detector is called a Costas Loop, a web 
search for it brings back many hits. Among them are:

     Which has some additional links. Unfortunately, the 
original papers are not avaiable free, they are at the IEEE 
website but require either a rather high fee or membership 
in the IEEE for download.
    ISB is something else, as has been pointed out but its 
possible a Costas Loop detector could be used for ISB. Note 
that ISB is not merely transmitting different material on 
the two normal sidbands but can be set up for multiple 
sidbands on either side of a carrier. The sidebands can be 
inverted or normal.
