I have seen that connector before. I think it was made by Amp. Some of the ESS accessories had them at telco offices. I think they were more popular with computer accessories (1970's) and possibly military?
If you look carefully at the rear panel you can see the connectors are stamped (as are the tubes, etc, on top). The rear panel stamping is not all precise, looking more like hand stamping one letter at a time, but a dam good job.
See my Brian Voth story: "W9ARZ, Brian Voth", in the Jan. 2009 QST. That transceiver was built by one man who had access to a big lab and was an equally well made radio.
I think the eBay radio is lab built, a possible prototype. Innards layout resembles a Collins design, or possibly Eldico. I don't think it was ever for sale as a commercial unit.
Power requirements should be similar to a Collins KWM-2.
It is a wonderful looking transceiver and the new owner is a lucky (and obviously well to do) person. I hope it works and I hope he shares it with us via photos and an article in ER.

The power connection doesn't look very "U.S." I've seen something similar
on some of the very early Japanese transceivers that never made it to the
U.S.
