I picked this up in my travels.  It is a C E I SM-9803A signal monitor,  I have
never seen one before.  Here are the specs thanks to many of the List
subscribers.  Several commented that they have never seen one of these signal
monitors.

Center freq 21.4MHz, solid state, 1" X 3" CRT,
Marker,
Sweep width 8MHz.
It is essentially a half-width in a full width 19" rack mount case.
11 pounds.  Top and bottom covers are missing.
 
Cost $1,000.00 in the 1960s.

Same specs as SM-9303A except wider sweep width.  
 
It needs three of the potentiometers and knobs replaced as the shafts are cut or
broken  off.  These are SWEEP WIDTH, (50K), SWEEP RATE (10K) and GAIN
(unknown).This is an easy fix because the pots are exposed and easily
accessible.  I have not powered this unit up.
