Gary,
 
First pull the transformer can cover off if you can so you can look at the problem.
Old style transformers had the slugs set in wax.
Newer cheep style cans use a bit of rubber band wedged into the threads.
 
Read all the and get all the ideas before you proceed.
 
For the stuck in wax variety apply heat.
Warm the transformer to the point where the wax coating starts to melt and then let it all
cool back down to room temp. As the heat soaks in and back out the thermal difference will
crack the bond between the slug and the sleeve. 

Also you can use a pointed solder iron to heat the slug. The same idea heat it up and let it fully cool.
You can pull the top slug and then heat the bottom slug the same way.

I haven't fought this battle much.  What is the current thinking on breaking
stuck slugs loose?
