I have no more of an idea than anyone else.

Catalog Specs are few.

These folks simply procure items in bulk, and then offer them at a 
reasonable price.

One could manage to "make" it grounded I'm sure.

Even if it isn't, I use an anti-static mat that is grounded.  The 
addition of another 3M snap on it with a ground lead would be quick and 
simple.

The mat already has a ground lead with the Meg Ohm range resistor as 3M 
designed it.

Just my $0.02 - you get what you pay for.
