Could he perhaps get away with using a crystal or crystals in a VXO type oscillator? The VXO maybe could be adjusted to pull crystal(s) that are close onto the desired frequencies.

Crystals for 455 KHz fall in the realm of the unobtainable dream unless you have
a very thick wallet.
Best bet is to check any buddies that have either military surplus crystals like
others have mentioned or two-way radio surplus crystals.
Years ago I scrapped out some Masters, Motracs, Micors, and Mocoms that had IF
filters that used crystals with a 455 KHz offset from the 1st IF frequency.
Don't remember the exact IF frequencies.
