   If it passes, I don't think it will wind up being constitutional as 
HOA agreements are private contracts and the federal government has no 
business governing them.  (never has)  And the home owner agreed to the 
terms by signing on the line, so there is no reason to invalidate it/ 
them.  It may change future contracts though.
